Operational Environment Management Plan, Middle East Region

When a contractor demobilises, the Construction Environment Management Plan expires but the environmental obligations do not. They change character. Trenching dust, silty runoff and piling noise give way to stack emissions, trade effluent, chemical and fuel inventories, refrigerant charges, abstraction limits and a permit to operate whose conditions somebody has to hold for the next twenty five years. The document that carries those obligations through the operating life of an asset is the Operational Environment Management Plan, and in the Middle East it has to work in one of the most demanding operating environments on earth.

This first half of the programme deals with the mechanics of getting an operating asset into lawful, evidenced environmental control. It begins with what actually changes at handover and with the regional conditions that shape operational performance: extreme heat, humidity, regional dust, flash flooding, water scarcity and a multinational workforce delivering controls through contracted service providers. It then works through the environmental handover itself, gate by gate, including the commissioning activities that belong to neither plan and the transfer of environmental impact assessment commitments and permits into operational ownership.

The second half of your scope is the compliance machinery. You will work through the regional regulators and their operating instruments, including UAE Federal Law No. 24 of 1999 and its emirate level authorities, the Environment Agency Abu Dhabi and the Abu Dhabi environment, health and safety management system framework, Dubai Municipality, the Qatari Ministry of Environment and Climate Change, and the Saudi National Center for Environmental Compliance under the Ministry of Environment, Water and Agriculture. You will then decompose permit conditions into a live obligations register, build the operational aspects and impacts register that drives every control, and design the emissions and effluent monitoring programmes that prove the permit is being met.

What you will learn

• Explain how operational environmental risk differs from construction risk, and what an Operational Environment Management Plan must contain to hold it
• Plan and execute a staged environmental handover from construction to operations, including the handover dossier and the commissioning activities that fall between the two plans
• Convert environmental impact assessment commitments into operational obligations with named owners and defined evidence
• Navigate the environmental permitting regimes of the United Arab Emirates, Qatar and Saudi Arabia and identify which authority issues which instrument
• Decompose a permit to operate into a verifiable compliance obligations register and a working compliance calendar
• Build and evaluate an operational aspects and impacts register covering normal, abnormal and emergency conditions, including tenant and contractor activities
• Design a stack, continuous and ambient air monitoring programme using recognised reference methods, and normalise results to permit reference conditions
• Design an effluent and discharge monitoring programme, including sampling design, preservation, flow measurement and mass load reporting

Who it is for

The course is written for environmental and HSE managers, operations and plant managers, facilities and utilities engineers, compliance and permitting officers, sustainability leads and consultants responsible for assets in operation in the Middle East. It suits both those inheriting an asset at handover and those repairing an operational plan that has drifted out of step with its permit. A working knowledge of environmental management principles or of ISO 14001 is helpful but is not a prerequisite.

How the course works

Study is entirely online and self-paced, so you can work through the modules in whatever pattern suits your operational commitments and return to any lesson as often as you need. Each lesson is a structured written module with tables, worked examples and practical guidance you can apply directly to your own plan. The programme concludes with a 30-question final exam with a pass mark of 70 per cent, and successful learners receive a verifiable SKEDMIA certificate. Allow approximately seven hours of study in total.
