Overview

About this course

The EU Carbon Border Adjustment Mechanism puts a carbon price on the emissions embedded in certain imported goods, so that imports carry a carbon cost comparable to what EU producers pay under the EU Emissions Trading System. The legal duty sits with the EU importer, not with the Gulf producer. In practice, though, CBAM reaches exporters first through their customers: EU buyers need product-level emissions data, and without it they fall back on default values that are usually less favourable. This course is built for the export managers, sustainability and ESG teams, and finance and operations staff at Gulf producers of aluminium, steel, fertilisers, cement and hydrogen who have to supply that data and defend it. The programme follows CBAM from purpose to practice: why the EU introduced it and how it counters carbon leakage; the legal basis in Regulation (EU) 2023/956, the timeline from the transitional period to the definitive period that began on 1 January 2026, and the link to the EU ETS and its phased removal of free allocation; the six covered sectors and how scope is decided by CN code, precursors and the 50-tonne importer threshold; Gulf exposure by sector and destination, including the regional carbon pricing picture and the UAE climate policy context; and embedded emissions in detail, covering direct and indirect sources, specific versus default values, the process-route approach, system boundaries, electricity emission factors, precursor supplier data, the data quality hierarchy and verification. The recurring question is whether every value in a declaration can be traced to a record a verifier can test. The final modules cover the money and the plan: how certificates are priced against EU ETS auctions, the obligation share rising from 2.5% in 2026 to 100% in 2034, the annual declaration and surrender cycle, deductions for carbon price paid abroad, penalties, cost modelling and the contract clauses that decide who carries cost, data and liability. Learners then build a readiness plan, covering governance, a pilot emissions baseline, cascading supplier data requests, decarbonisation options and a 12-month action plan, and finish with discussion cases and knowledge checks. Assessment is an online 20-question exam at a 70% pass mark, leading to a verifiable SKEDMIA certificate.
