UAE Federal GHG Law: Compliance & Reporting

Federal Decree-Law No. 11 of 2024 moves greenhouse gas disclosure in the UAE from voluntary to mandatory, as part of the national path to net zero by 2050. The decree-law sets the principles, duties and enforcement powers; implementing regulations and resolutions fill in the thresholds, sector lists, methods, deadlines and registry rules. This programme is built for the people who have to make that work inside a covered entity: deciding whether the entity is covered, building an inventory that holds up, and getting it through verification. It is not legal advice, and a recurring discipline throughout is checking every threshold, date and penalty against the primary legal text rather than a summary. The programme works through the full reporting cycle at practitioner depth: the three coverage tests of sector, threshold and jurisdiction, including free zone and group entities; organisational and operational boundaries and the equity share versus control choice; enforcement escalation and gap scoring; the seven Kyoto gases and the AR5 and AR6 GWP sets; Scope 1 methods for stationary, mobile, process, fugitive and refrigerant emissions; Scope 2 location-based and market-based methods; Scope 3 screening across the 15 categories; data quality and uncertainty; and sector applications in energy, industry, buildings and transport, with a full worked bottling plant scenario. The recurring question is whether every reported figure can be traced back to its evidence, factor and method. The final modules cover reporting controls, verification and implementation: the obligation register, control matrix and RACI, base year recalculation, submission and records; limited and reasonable assurance under ISO 14064-3, materiality, findings and verifier independence; carbon credit integrity, the UAE carbon credit registry and EU CBAM exposure; and a 36-month roadmap, platform architecture, validation rules and dashboards. Python calculation panels are included as reusable templates. Assessment is an online 20-question exam at a 70% pass mark, leading to a verifiable SKEDMIA certificate.
