UAE Federal GHG Law: Compliance & Reporting

Federal Decree-Law No. 11 of 2024 turns the UAE’s Net Zero 2050 commitment into specific, measurable duties for covered entities. The decree-law sets the principles and powers, while implementing regulations and ministerial resolutions fill in thresholds, sectors, methods and deadlines. Understanding the law is one thing; being ready to comply is another. This participant workbook is built for the people who have to do the work: sustainability managers, EHS and compliance officers, finance and operations teams, environmental consultants and auditors. No prior background in GHG accounting is needed, only comfort with spreadsheets and everyday business functions such as procurement, facilities and logistics. It is not legal advice. Every module follows the same seven-part pattern: an overview, learning objectives, key concepts, a fully worked example, guided exercises completed with the learner’s own organisation’s data, reflection prompts for discussion, and a self-check. Learners first decide with evidence whether the law applies, using the three-part coverage test across free zone and multi-entity groups. They then learn to measure emissions: the seven Kyoto gases and GWP sets, Scopes 1, 2 and 3, the location-based and market-based Scope 2 methods, Scope 3 screening, alignment between ISO 14064-1 and the GHG Protocol, and the data quality hierarchy. Next they turn reporting duties into a controlled process, with an obligation register, a reporting calendar planned backwards from the deadline, internal controls, report content, base year recalculation and the five most common errors. After that they prepare for verification under ISO 14064-3 and AA1000AS, covering assurance levels, materiality, accreditation, independence and evidence packs. Finally they apply the method in practice through a JAFZA manufacturing facility, a Dubai office tower and an ADNOC public-source case study. The guiding principle is that documented evidence beats assumption at every step. A properly recorded coverage decision protects the organisation whatever the outcome. Gaps belong in a data quality log rather than being quietly filled with estimates. Every figure should be traceable from the report line back to its source document, factor and approval. Each module produces a practical output learners can take back to their organisation. Assessment is an online 20-question exam at a 70% pass mark, leading to a verifiable SKEDMIA certificate.
